Odd Oil Can

Snagged this at the Albany OR swap back in Nov for $5. A little different from the typical ones you see. I liked the needle attachment.
Only thing I can't figure out is the band around it's waist with a thumb screw. It's much tighter than a can hanger rack would be. Any thoughts?

Very nice oil can but I also have no clue and have never seen that band on one.

When you remove the needle, does the cap on the thumbscrew go in its place as a cap? Have 5 pump oilers similar, and 40 oil cans or so and never seen this variant. Must of been something special for industry, aircraft?

At first glance ,it appears to be a pressurized mister. Does the removal of the cap reveal a Schrader or Presta valve?
What do you see inside that band area?
Could it be a metering valve for the spout output?
