V belts: official size vs actual size

I’m replacing the belts on my tiller. The markings have rubbed on the longer belt so I had to measure it. I measures 40.5” and it’s a 1/2” V belt. I thought I needed a 4L405 so that’s what I ordered. It’s too short. I measured the new belt SEVERAL times and it’s right at 40”.

Why is it short?

I remeasured the old belt to confirm its 40.5”. I ordered another belt, 4L410, in hopes that it will be correct.

I understand why there would be a difference between what I measured the old belt to be and the belt size that it takes to do the job. But when a new belt is marked to be a certain size, shouldn’t it actually be that size and not 40.5-ish inches?
