Title: What is it pulley assembly?

A shop held this back for me.  Cast iron mostly,  there is a clutch pad between the double sheave and single.  One of the arms also has a small brake pad to stop the pulley.  Accessory drive for a machine tool?   Looks to be of pre-war mfg.  Always been black, ideas?
