It does look complete even though the wiring is a mess. A new stone or two for that will cost a few bucks.

I like the fact that it has an air compressor hooked to the back to keep the grinder motor cool. :-[ :D

The guys on owwm would probably go bonkers for that.
I know a scrap guy that has a similar sized monster pedestal grinder for $150, "unknown condition" = sat in the weather for 20 years.
I've been thinking about buying it, mounting one of my big 6" Prentiss vises to the pedestal, and scrapping the grinder itself.

still has the safety shields. ;D its 3 phase, you gotta twist all 3 of the blue wires together to make it run. :D
