Seems like they are overstepping, but I guess it is privately held. Simple solution, don't use their service.

Paypal will ding you if you pay for things through their service that they deem as inappropriate. I bought some firearm parts that the seller tried to represent as simply parts. Paypal cancelled his account and mine was held hostage for a few days. I promptly dropped them. I want to be able to use MY money as I see fit, not as some 3rd party sees fit. I've cancelled a few credit cards for this same thing. There's a reason the govt is pushing for a cashless society.
