ANSWERED !

We have been searching for ideas about what this tool is over on Tool Talk. I have had it for a long time, and I think it was discussed on the Tool talk that went south in 2011.

Knife sharpener comes to mind, but the two "wheels" don't turn and appear to be riveted in to be stationary.
The toothed end is not an alligator wrench in my opinion.

Length is 4 1/2 inches and the body is stamped steel and plated.
Good guesses, wild guesses, firm ideas, anything ?

Perhaps intended to be used only in a pinch, only good for a few uses, the disposed of and replaced.

Are those soft fiber washers riveted on the end? Maybe a bicycle tool that cleans spokes and alligator wrench for emergencies?

Not rubber. They seem to be metal of some sort and a magnet sort of sticks, but it might be the steel body attracting the magnet. Not carborundum, either.

Just a  reasonable guess based on dimensions and design-- Fishing multi tool, the end with the two riveted washers is for sharpening a knife and/or the hooks on fishing lures; the other end is indeed an alligator wrench for servicing fishing reels.

That's my guess and I'm sticking to it  :-\
When my wife leaves me, my dog dies, and they repossess my home, I'll still have my tools.

This would be a good guess, but In that case I think it might have a standard driver tip on there somewhere.

The toothed end is definitely alligator wrench.
I think Mr. Lauver may be on the right track - is it possible the two wheels could be used for cutting monofilament line?
There were a lot of different manifestations of "alligator" wrench made with attempts at "multi tool" - I think you've got one there.

A member of a Facebook page (  What is this? Antique, vintage, and unusual item identification ) supplied the answer. It is a broadhead arrow sharpener.

You know what , I've actually seen the exact same one pictured with the logo on it before.

My cousin inherited a vintage custom recurve bow from his grandfather and this was in a pouch on the side of the bows storage sleeve Along with a few random heads.

I never would have remembered though.
