Title: Can you identify this tool?

It’s astonishing sometimes all the tools someone can identify and explain what it’s for especially if it’s not in their field of work. In the process of looking for a specific tool, I came across this one. I was wondering how many people would know what this is if they say it in an antique store or yard sale. It’s actually incomplete but there’s enough here to identify it if you know what it is. It’s not a hammer. This is just the part of the tool that holds the parts that get the job done. Consider your answer correct if you can even tell me what time of object it’s used on.

Not sure but a guess would be part of a valve adjusting tool assuming the part that is missing goes through the "hammer head"

And it may not be a hammer, but,,,,,,,,,,,,,,,,,,,,,,,,,,,,it would work as one :))

Kinda of made me think of some of the old bullet mold tools.
